New PG Schools Leader Cut Truancy, Raised Test Scores in Montgomery Schools

A former Montgomery County schools leader, Dr. Shawn Joseph, has been named deputy superintendent for teaching and learning for the Prince George's County Public Schools.

In this role he will be responsible for overseeing the divisions of Student Services, Performance Management, Curriculum and Instruction, Special Education, Testing, and Secondary School Reform.

He will also ensure that the school district’s curriculum is aligned to state goals and outcomes and develop initiatives and strategies to improve instructional outcomes for students.

“Dr. Joseph brings more than 16 years of experience to the table, and his passion and drive to improve student outcomes is impressive,” said Dr. Kevin M. Maxwell, Chief Executive Officer for Prince George’s County Public Schools. “Having started his career as a teacher, he also understands how new initiatives such as the Common Core State Standards impact the classroom and the importance of community collaboration in moving student achievement forward.”

Prior to taking on this role, Joseph served as superintendent for the Seaford School District in Delaware. He also served Montgomery County Public Schools in Maryland as an administrator, school leader, and educator. As director of school performance for the Montgomery schools, he trained school leaders, developed strategies to improve school performance, and collaborated with parent associations and government agencies to support student achievement.

Throughout his career, Joseph has focused on developing strategies to improve student achievement and school performance.

As an assistant principal for Redland Middle School in Rockville, student success in algebra increased from 64 percent to 80 percent over a three-year period and truancy rates were reduced by 80 percent.

While serving as principal of Roberto Clemente Middle School in Germantown, the number of students successfully completing algebra increased from 49 percent to 89 percent over a four-year period. Over the same period of time, suspensions were reduced each year by more than 50 percent.

In 2009, Joseph was selected as the Maryland Middle Level State Principal of the Year. In 2010, his dissertation earned the Robert Kottkamp Learning and Teaching in Educational Leadership Award from the American Educational Research Association.

Joseph also serves the education community as an adjunct professor, presenter and consultant in the areas of leadership development and school improvement, and his written work has been published in a number of national education journals.

Joseph completed his undergraduate degree at Lincoln University in Pennsylvania, and earned his master’s degree in education from Johns Hopkins University in Baltimore and his doctorate in educational administration and policy studies from George Washington University in Washington, D.C.
