No Reported Local Victims in Greenbelt Man's Child Porn Case

Greenbelt Police Capt. Thomas Kemp said that they were aware David Alan Hartley worked at the and a movie theater when they arrested him in Dec. 2011.

"We have to balance what information we can release to the public without compromising the case and successful conviction," Kemp told Patch Saturday. The police department did not release information on Hartley's December arrest via their police blotter or through a press release.

On Aug. 27, Hartley pleaded guilty to two misdemeanor counts of possession of child pornography, WTOP reported. Prosecutors called for a 10-year sentence, but the judge sentenced Hartley to a year under house arrest and told him to register as a sex offender.

"Most everything in his possession was from the Internet and there was no local connection we could see at the time," Kemp added, noting that police were concerned about public safety. "If there was any indication this involved local youth, we would have notified the public sooner."

Police were also aware that Hartley worked at the at 129 Centerway, but Kemp said he does not know if that employer is aware of Hartley's indictment. Calls to P&G Theaters, which owns the Old Greenbelt Theater, were not immediately returned on Sunday.

According to a Kemp, Hartley was arrested outside his part-time job as a front desk clerk at the Greenbelt branch of the Prince George's County Memorial Library System (PGMLS) on Dec. 23. Officer Mike Lanier initially went into the library to ask a branch manager Ellen Uttley about Hartley's whereabouts, WTOP reported. Uttley said Hartley had not arrived to work yet that day and asked the officer to wait outside, according to WTOP.

Kemp confirmed that Lanier told Uttley about the arrest, but could not confirm whether or not Uttley knew about Hartley's charges.

Hartley was charged with 11 counts related to child pornography possession, after police found images of children engaging in sexual acts on his computer, Kemp said. He continued to work at his job at the library through July 2012, until a concerned citizen notified the county library system, PGMLS Spokesman Larry Broxton told WTOP.

Broxton said when the library became aware of the charges on July 24, they asked Hartley not to return to work until the case was resolved, WTOP reported.

Kemp is not aware of any other groups affiliated with Hartley.

He added that if someone believes they are a victim of sexual abuse or know of exploited children, they should contact the or Greenbelt Cares.
